I don't believe so, from what I understand they are region locked. If it is possible, you need to choose either a USA or JAP pack as the DLC over-writes one another when you install as CIA. If you purchase a bunch of one-offs they do not overwrite one other, but as soon as you install a CIA your real theme purchases are uninstalled.

You can't use other region's themes from a CIA since those are region locked, but you could use them if you get their theme cache and use CHMM. There is an app somewhere that extracts the theme cache from a CIA theme.

although you have to decrypt the contents which is a chore, but yes it is very possible
(it does not simply 'dump' the theme file from a cia, it is more involved than that)
