You can run windows 9x in dosbox on retroarch, but...
1) Retroarch for 3DS is very unstable nowadays
2) It's barely even capable of running the desktop
3) It takes multiple minutes to load into the desktop

Yeah, a lot of Windows 95 games do have DOS versions, so you can run those DOS games on Dosbox instead.

Even then the 2DS/3DS screen is just too small.

The New 2DS and New 3DS have bigger screens but a lot of PC games just work better on a PC.
