I wanted to go buy a Broadband adapter but before I do is there a program I could download to connect online instead of using LAN. I have friends that live in another state and I wanna play city trial or races with them.

I think you can. Using XLINK kai, however you´ll need either a compatible AP (access point) or a compatible WLAN card (wifi card). For gamecube games since it´s LAN, it should work with the default cross-over RJ45 male-to-male cable
Is it possible to play City Trial through LAN or is it just racing? City Trial would be amazing to play through online with lots of friends.
