is it possible to install legit cia on modded n3ds and move sd to another n3ds [not-modded] an play the legit cia games on the second unmodded n3ds on latest fw... or a similar process

No, that sounds too easy don't you think?

Even if the cia is legit you can't use it in another system that is not the original because it's written in the NAND and they are unique.
