Gaming is it possible to get super mario bros 2 dlc free

Yup - if you have a CFW, install freeShop and get the title keys set up.
Once you're done, click the "Games" area (picture of game controller) then New Super Mario Bros. 2, then the DLC arrow - this will download the DLC, once it's installed you can use it in the game.

get the gold edition, it has all the dlc available for the normal edition included.

I wasnt aware Super Mario Bros 2 had DLC. I'm sure the only form that the original series got in the form of DLC is Super Mario Bros 3 with the e reader cards

You can buy additional level packs for the Coin Rush game mode. Nothing that affects the "normal game"

The post says SMB2, but i assumed it was NSMB2, since SMB2 doesn't have dlc, but NSMB2 does. So you are correct.
