Nah, unless some VC titles are MULTI-LANGUAGE (like EUR VC titles)
Or with a good ROM VC Injection, you can.
Explication: you know, most games that have XXXX-USA (ID code) most are only in english... others like PAL code, sometimes have multi-language.
Let me explain this with Pokémon Games:
You know Gold,Silver,Crystal, Red, Blue, and Yellow came in english, later, was translated
to spanish, german, francais, etc.

So! each language has a unique code, like

Pokémon Red: DMG-XXXX-USA (english)
Pokémon Red: DMG-XXXX-SPA (Spanish)
Pokémon Gold: DMG-XXXX-GER (German)

So, classic games have a unique code of each language, rarely, USA or PAL games had multi-language, specially USA games.

Virtual console is in fact an emulator playing an existing game (ROM) from a previous gen console.

For example, it's playing a SNES game by emulating the game's ROM.
if that game doesn't exist in different language, the emulator can't invent the text.

That's why there are fan translation group, working on translating games which don't have specific language. It's hard and long (can take years), it requires a dedicated time/interest.

You can't really request a team to translate a VC game, you might check if a team already translated the "original console" game's ROM.
for example, if you want to play Tales of Fantasia in French, don't ask a team to translate Tales of Virtual Console, but look if there's a translation for the SNES ROM in that language. then you could replace the ROM inside the VC emulator with the translated version (if it exists).

so, yes, it's possible to translate, but it's not done on the VC, and it's not easy.
Look at NDS game "ni no kuni", it's almost 7 years to get the translation.

Languages are horribly inconsistent in NTSC regions. DKC is no stranger to it. Fun fact: DKC2 and DKC3 have French for SNES in America, but not GBA.

You'll also see times languages are included that some users may never notice. When marketing teams don't care enough to bother mentioning it.
USA Tales of Hearts R says nowhere in its box or digital manual that it *does* include the European translations, to name another game related to what's been discussed.
