No. You have to use pk3DS to do that and this requires modifying the game. Save file modifications can't modify what starters the game will present you with.

You have always been able to edit your Pokemon with pkhex, but I dont think there is a way to change what your rival has yet. (if thats what you meant)

Yes, you can edit the starters using pk3ds now, or more accurately, editing them won't freeze the game now.
