Is it OK to pm rom hacks (or anything with a rom in it)?

No, the rules still apply whether you're posting in a thread or PMing. I've seen a mod say as much but don't feel like digging through my history to find it. Rom hacks can be fine, but only if they're patches, not the entire reworked rom.

The staff do not have access to your PM's unless someone in the PM reports them. Otherwise, they will not monitor your PM's. But I would not suggest broadcasting your intentions.

Xenforo allows you access any account and see content visible to only that member, including pm's. Weither or not mods have that privledge, idk.
