Is it legal to buy a flashcart in UK/Spain/Portugal?

Hi,

Since I'm not too aware of the laws regarding flashcarts can someone tell me if it's legal or illegal within these specified countries?

if you gonna sell them (start a shop) probably you will have problems.
if you want to buy, there is nothing to worry about, unless you import from outside of europe... the only problem (which is a very small change) is pass the customs...
police there doesn't give a fuck about anything, unless they don't like you...
