Is it acceptable to post dumps of flashcarts?

Depending on which slot 1 flashcart you have, a dump of the cart is required in order to enable soft reset in the 3in1 Expansion Pack Tool. Without soft reset, you cannot use the tool to enable rumble in DS games, or use DS GBA linkage in PSRAM mode.

Some people have problems dumping their flashcarts, so I was wondering, would hosting these files would violate the No ROMs rule?
