Is Cemu emulating/simulating any of the Wii U's OS?

    Just asking. It's for a person saying that Wii U games are built upon the system's OS......

    This is indeed correct. Games on the Wii U are programmed to dynamically link to libraries, some of which the game/program will include, and some of which are provided by the OS itself.

    In Cemu, the system-provided libraries are "re-implemented" to use OpenGL, etc. instead of the Wii U's GX2 and stuff. So yes, Cemu "emulates" the system libraries.
