No, the 3DS is nothing like Android.
If your intent is to install homemade programs or unofficial games/programs then you will need to hack it.
How to hack it depends on what firmware version you have.

If you want to play .3DS files, you'll need a gateway flashcard.
If you want to play games converted to .CIA, you'll need a custom firmware.

to me it sounds like he wants to view the decrypted contents of a 3ds-file.
i don't know if that's actually possible right on the console, but i think there are decrypted game-rips made to use with the citra-emulator.
so one could download those to view the actual contents of a game or decrypt the games yourself.
