Yep, they sure can. Even on o3ds. Only nintendo consoles they cant play are n64 and up, aside from gba, which they can play from a cia.

NES/GB/GBC/GBA/SNES = Working on both o3ds and n3ds (SNES with a emu only on o3ds)
DS = Flashcard only (Hopefully soon without it)
