I see now the App you are talking about but it is still elusive on Cydia repos.
The functions of Rename 2 and iRename are totally different. iRename takes the internally listed name and version and renames the installation pack (.ipa) with that info.
(ie jellycar2.ipa would rename to Jelly Car 2 v1.0.ipa)
It doesn't set the name used for the App on the iPhone.
