But you can build custom ISOs (CTGP, Project M etc) and run them with a loader.
How would you build a custom ISO in general?
I think Trucha Signer is quite out dated these days, probably something like WIT is the way to go now: http://wit.wiimm.de/ There's a GUI for it here: https://code.google.com/p/qtwitgui/
Another option is WiiScrubber, which is Windows only (WIT is cross platform)
I thought something like Trucha Signer would be outdated, I just wouldn't know what would replace it.
Would it be as simple as replacing the appropriate files with either of those tools in the ISO and then running a burnt disc with the appropriate cheat file through Gecko OS or some other loader?
If you're just after file replacement, there should be no cheat file needed. Just replace files in the ISO and run it with whatever loader you want. (Gecko OS won't work without a modchip though).
I was thinking of hacks like Brawl +, which, to memory, do have cheat files.
I'm not completely familiar with Brawl+, but I think a lot of Brawl hacks include the necessary file replacement stuff within the cheat codes, so all you have to do is apply the cheat codes somehow (e.g. Gecko OS), no need to mess with the ISO at all.
As in, the cheat codes patch the game to look for the appropriate files on the SD card, instead of Riivolution?
Looking into it, it seems that Brawl+ has several GCT files, with one marked "Gecko" and one marked "Riivolution."
I'd say you're right, as I don't know much about this hack.

Just build your own ISOs with the tools Sifjar mentioned.
Except where do I store my ISO's....
USB drive; SD card; if you have neither of these with a 16 GB capacity, you're already in need of one larger.

That's your own problem. You have the software tools and the method. All you're lacking is a large enough storage medium.
