Hacking installing CFW on new N3ds xl 11.9.0-42U problem

can anyone help me? I just bought a 2dsxl running 11.9.0-42U and i'm trying to mod it to where I can use the FBI app. However, i guess you have to have some sort of CFW in order for it to work...So I was trying to use frogminer and I get to the point to where I have to input my movable.sed text file and my .bin files
<Eeveeox>: and its supposed to give me a archive folder to put onto my sd card....but instead it keeps wanting to give me a text file which isint right... so what am i doing wrong? I'm following the 3dshacks guide but cant go any farther until I figure this problem out

yes but there wasnt much to open considering it keeps reading as a txt file....and when I try to open it its like reading jargen
