Install legit .cia through Homebrew Launcher?

    Is it possible to install a legit .cia file through the homebrew launcher in OFW using FBI?
    Or do i need a CFW to install it?

    depends on your firmware....
    9.3 and above. no cia installation

    If you're on 9.2 or less, yes, you can install them to sysNAND with the HBL and nothing more.
    If you're on 9.3 or more, no, you can't at the moment.

    And one last question, is it any way to downgrade ofw 10.X.X-XX to 9.2 or lower?

    Except if you have a copy of your own NAND backup while it was on 9.2, unfortunately, no.
    The best thing you can do for now is to not update your console anymore, and hope a new kernel exploit will be released soon.
