I'm a little confused by your first post here, it sounds like you want to buy an already hacked new 3ds? Correct me if I'm wrong.

If it isn't hacked then yes, use soundhax. Soundhax is easier than using an "all versions" method.

Oh so yeah you would just use soundhax. Your chances of actually getting a new 3ds with 11.3 is a little low, so in case you do get a new 3ds with 11.4-11.6, I suggest you use a flashcart to flash ntrboot to the console.

you can use any size sd just format it to fat32

You can use a 256 GB card formatted to FAT32 but note that if you have more than 300 games not all of them will show up on the home menu, you can still launch them through FBI though.
I suggest using homebrew emulators instead of VC so you don't fill up the home menu with VC, you would have a hard time filling it up with 3DS games alone unless you download lots of shovelware and games you don't like.

It will take longer to load the games om the home menu but should work just fine.

I have a 64 GB in my Gateway and a 16 GB in my 3DS, with most of the games on the Gateway, I probably have about 60 games and that's about all I need. I would like a 128 GB, as 64 is just a tad small, but it's not a big deal, I'm still able to fit just about all the games I like on there. I think 128 should be plenty for just about anyone.
Also, don't buy memory cards from eBay, there are way too many fake cards on there. Same goes for 3rd party Amazon sellers and Chinese sites. Best to stick to reputable sellers.

It's guaranteed fake, what you'll end up with is a card that's in reality 4-16 GB and low quality and showing up as a real 256 GB card but when you try to fill it up past the real capacity all the files will end up corrupted.

Obviously fake. It doesn't even come in the original box. You think verbatim would package their products like that and with an unbranded SD reader? And the SD adapter is a different brand than the SD card.
Not to mention the price is way too low.
Like I said, avoid eBay.
