Is it safe to install and use the cia to sysnand or will it cause a brick ?
I would also like to know if it is possible to run homebrelauncher without wifi turned on.

There's not really any risk installing it to SYSNand (as usual you should always back up your nands). As for running it without wifi you would need to install HomeMenuHax, OOTHax, or Ninjhax because AFAIK the homebrewlauncher.cia needs to download the payload everytime

if you hold Y while opening hblauncher_loader, it will save the payload to SD, and load from that instead of HTTP

Another thing to mention: If you use menuhax, you'll want to open the payload in a hex editor or notepad like Notepad++ to change the payload from "boot.3dsx" to whatever you named your homebrew launcher .3dsx (it's the one that comes with starter.zip from smealum's website)

Make sure you're not using the default Windows Notepad if you end up doing this, though: The program changes the encoding on the file, resulting in the file becoming 'corrupted' to the 3ds.
