hello anybody know of a program that lets file manage ?

this is one I'm looking for you can add delete add information etc etc...
its very good but its only for anime and its discontinue and its not stand alone ( you need to download java to run on any other PC ) so I hate that
or emu control center but you need to you have roms to start the database and I want to keep my games on dvds and animes and picture.
It would be nice to have romulation or whats its called its cool to but its still for nds roms
I need some universal program if such exist at all, thanks in advance
