IIRC, you can enable wireless on 2DS/n3DS 2.1 by going to Internet Settings.

    It detects that it's off and offers to turn it on before you delve into the Internet menu.

    It does this on later firmwares, so I don't see why it wouldn't then.

    Because later firmware a are aware of and have code for a software wifi switch, 2.1 only knows of a hardware switch and thus does not have the code to enable wifi via software.
