Yep, one on Gamefaqs doesn't scroll at all. Neither does the one on Gamespot.

Well... I can tell you the bar indeed behaves differently on GBAtemp, than Gamefaqs or Gamespot. Stays locked in place on GBAtemp. Always visible, even if I scroll the page down.

With every other Cnet site I'm aware of. Gamefaqs, Gamespot, mp3.com, Sportsgamer, etc. It's part of the normal page and can be scrolled out of sight.
