Games that cost more than $30 cannot have any way of getting more money out of the customer (except DLC).
DLC cannot be content that was cut from a game's retail release.
The total cost of all DLC corresponding to a game cannot be more expensive than the game's original price.

How would you go about in forcing this without the government?

Just vote with your wallet.

Don't get me wrong, this is not a shitpost.
And I can't. That's why it's just an idea. Something like this would be really nice, though.

UNO should enforce a law stating that dlc and game cost cannot go over a X ammount of USD/Euro
Depending the currency of country, it can vary.
That shouldn't include expansion, such as in the sims where they releases a base game and then they releases shit tons of expansion that doesnt prevent you from playing, they just add features to the game, not "more powerful weapons" or such

Assuming for a second you have the almighty power of the government on your side:
Games that cost more than $30 cannot have any way of getting more money out of the customer (except DLC).
They'd just sell games for $29.99 and do the same, its hard to draw any kind of line here
DLC cannot be content that was cut from a game's retail release.
Not enforcable at all, a company could easily lie for something like this and you cant exactly break into their studio and find out
The total cost of all DLC corresponding to a game cannot be more expensive than the game's original price.
This however, I could agree with, and should be reasonably enforcable.

Dont get me wrong, I see where youre coming from with this, but companies are just gonna do whatever makes them money. If the majority of people hate microtransactions and refuse to buy them, they won't be a thing anymore. So like said above, vote with your wallet, buy the things that you want to see and if everyone does that then it'll be a reality, huzzah
