If it's possible to backup and even create emunands on PC, what if you could install CIAs to emunand via PC....

It was possible since FBI's support for installing via network.
And if you are interested, look CakesFW's dhs branch.

If you are thinking direct installation, it is simply not possible.

I think the OP is asking about injecting .CIA files into a saved emuNAND.bin while it is on the PC....just think how much faster that would be.
It would be great if it could be done, but it can't.
