Update your CFW booting method. There are better methods out there nowadays.

No you won't. But as soon as you can you should use JKSM or Checkpoint to backup your save games (you should be doing this regularly). The data in the Nintendo 3DS folders are nearly useless for backup (the only reason you'd need to restore a save game would be if this data stopped working in which case just having a direct copy of it won't help you).

but those utilities are used inside CFW system right? because now I cannot access it and the guide that was show has me stumped because the soundhax file is not downloading, it links to a page with a video player that does nothing after selecting USA region - OLD3DS - 5-11 firmware

You should be downloading the file, not trying to play it.

Also you may not need soundhax, try this way https://3ds.hacks.guide/installing-boot9strap-(browser)

Press Ctrl-S and you should be able to save it somewhere.
