think theres something else going on, usually will give you a "beep code" if your Motherboard is broken
it also gives beep codes when no cpu, bad cpu, and other problems (that is if your MB has a mini speaker)
personally think it is your videocard/monitor issue, check your cable to see if theres a bent pin, check your videocard's slot with a flashlight see if theres anything stuck in there to avoid contacts. starting up your pc without a video card does not, also shutting down a PC while it's doing something wont hurt your mb (unless if your flashing your bios) worse case senario is your HD is dead. videocards usually dont die from something like this.
unplug your videocard, blow into the slot, then plug in your videocard and make sure its 100% plugged in and correctly.
next thing to try is unplug everything, including ram and cpu and re-assemble your PC it could be that you knocked something lose durring what you were doing.
if your motherboard has a on board videocard, plug your monitor in it
check your manual or online see if theres a beep code or speaker on your motherboard and listen for odd beeps durring boot process
also try other videocards as mentioned above, unplug a device or 2, like cdrom or something, when my power supply was crappy and when i was overloading it i had the problem of pc not starting randomly (starts for 2sec then shuts down) if too many devices were drawing power.

dont mess with bios without visuals, thats equal to asking someone to sledge your motherboard if your MB doesnt have a recovery method.
