ROM Hack I think 002-0121 is Super ban

I think 002-0121 is SUPER BAN.
It cannot be solved forever.

My New Nintendo 3ds xl blue is banned.
Error code is 002-0121.

I tried every unban solution in gbatemp.net and another.
But It's still banned.
I followed everything written on the method, but it didn't work. I am sure.

002-0102 is possible unbanned. 'cause I tried unbanned. It's succces.
But can't the error code 002-0121.

that ban code means your local friend code seed is banned. You would need to search google to find one thats not banned and inject it, as that seed is againsst TOS to ask for here, be it forums or dms.
