It most likely does and they just didn't update their description for their r4 to say it works with 10.x

You wouldn't believe the amount of people who buy DS flashcarts and come here asking how to get the 3DS mode working... That's specially due to some carts having 3DS printed on them.

But yeah it will work, Nintendo hasn't patched DS flashcarts in a long time.
