there are quite a few being worked on, here is one, someone is translated Jump Superstar into englsih and italian, just do a search there are many people attempting to make them.

First version for the patch that translate the game Jump Super Stars
in english.
Not too much has been translated, only the first tutorial and
few graphics, but we wanted to show you our works
The patch must be applyed to a clean dump, both the full one (512Mbit)
or the ripped one (256Mbit)...
You translate a DS rom like any other:
find the text, find the conversion method, dump the text, translate it, make sure the character set you are now using is available (if not add it), reinsert text and repoint if necessary (99% of the time it is).
