Homebrew I have error in final step of region change in old 3ds

Hello guys. I have old 3ds japanese, and i would like change region to USA for the language of menu. So i install the necesary files and i got my 3ds with USA region funtionaly, but games like smash bros or mario maker doesn't fuction because use the extend memory, so i read the Section VI - "Fixing locale-related issues" for solve the problem and when erase the 00010017 file and reboot, my 3ds got black screen, and a few minutes obtain a error (below image). And then return the 00010017 original file from gm9/out to sysdata file, the 3ds work perfect but still doesn´t play the games with extend memory.
Any suggerency i apreciete.
PD: I tried format my 3ds and i have the same error.

did you do the final steps of region changing with a system format? it says it needs to be done for those types of games to work correctly

yes, i done but after reboot the console i got this error screen

I went back to the original nand for play smash bros and pkmn ultra sun and are fuction perfect. Maybe later try again a region change.

i just try the same method on the new 2ds xl japanese, erase the 00010017 file and reboot succesfull, i can config the console and play my games. But i found very rare that my old 3ds jp not work the same method.

I found the problem. The problem was module WIfI in where is the NVRAM. When pass the test call ctrcheck, the program found the critical error in NVRAM, so i replace the module, and then ran the 3DS_NVRAMtool press the B button and then X button. After i erased the file 00010017 and finally can get a rebot in my console and format.
Now i can play the extend game memory like smash bros and play DS games.
