Yes they are preinstalled but rxtools isn't working yet on N3DS so extracting the ticket.db might be to much hassle for now.

Question: Couldn't we make an universal import.db with all the titles extracted out of the legit cia's?

import.db: This is an Import Database, it contains entries for titles(or versions of titles) not yet installed, ready for transferring to the title.db. (Automatic Update uses this, so completing the update takes seconds)

Install your CIAs
Back up your Nintendo 3DS folder
Format Emunand
Copy back your Nintendo 3DS Folder
Update your Emunand (you'll need RxTools)
Your CIAs should be there. Play them all.
Get another SD card
Format Emunand
Update your Emunand (you'll need RxTools)
Go into the eShop and redownloaded all the games you installed/played

also i read that the legit pokemon ruby cia has same ID for 3 regions does that make it region free

Yes the legit cia of every pokemon games are Region free no matter what.

I'm pretty sure they are attached to your console. it's not about nnid, otherwise we could do this for all games bought before nnid was introduced

Yep. Everything download from the eshop should be attached to a NNID,

when I downloaded my ambassador games nnid did not exist...

Only pre-installed games can be ripped (their ticket doesn't contain any console ID or eshop account ID)

I don't think that would make them work anyway. They are already available as .cia files, so except if those rips are bad, wouldn't change anything I guess (if they would work by install them on sysnand, we would already know it, I think).

Sure we can! If we get a N3DS emunand update Ill be sure to create a NNID and delete some games just to see if theyre redownloadable again.
