There are a couple possible entrypoints (and I'm sure they are even documented); however, they are pretty risky (there's one using the homemenu Launcher.dat, failing to launch it will result in the console getting bricked)

Well its not IMPOSSIBLE to have kernel access on 9.3+.. There are private exploits out there not released yet, just hold on guys 
Smart people are not going to release a private kernelhax until Nintendo fixes it somehow.
