I don't think it's the lack of a readme you should be worried about - it's the lack of code. Or anything, really.
Besides, isn't it convenient that this repo was created 22 hours ago and OP "suddenly" managed to come across it? I'm not accusing anybody but this whole thing just screams "false flag" and "troll".

It's neither. It appears to be a notification hack.
There's text on the wiki page in Italian which translates to something roughly like this
"Creates the notification with the code exploits -Charging the exploit but crashes at launch"
For now there's no way to know if this is real or not, but the lack of code doesn't prove that it's fake. It could just be that it's not ready to be released yet.

From my perspective something like that could be used to deliver specific spot pass messages or trigger certain events. But if it's exploit wise, the way the wiki page translates it, you'd need a notification to trigger it

As I previously said, you can ROP chain throught the news service.
"NEWSS:SetNotificationHeader could be used to exploit news module:
this copies the input data (size is properly checked) to:
out = newsdb_savedata+0x10 + (u32array[notificationID]*0x70)"
