Gaming I always got "The user cannot play this game/software" when i install nsp files

I recently hacked my switch, i was able to install and play FE three houses. But i can't install other games. I always got "The user cannot play this game/software" error every nsp files i tried. But i can install and play nsp files that is converted from xci normally.
Does anyone know what is wrong with my switch?

Did you updated the sigpatches? What firmware and Atmosphere version?
