ROM Hack How would I edit the Main Title ID of a ROM/CIA?

I would like to install the Pokémon Neo X rom hack but it will conflict with the already installed Pokémon X game I have. Can I edit the title ID and game serial of the ROM/CIA to be able to install the game side by side with Pokémon X?

yes, decrypt, extract romfs, rebuild .3ds using 3dsbuilder with a different title id and unique id, convert in .cia
