I am trying to use 3DNUS to download the 9.5.0-23 JPN Update files for a JAP New 3DS but it keeps getting stuck on the same file... Is there a way (or how can I) download the files manually from somewhere?

Pretty sure only the most recent (9.9-10.1) firmware files are still on the Nintendo server, which 3DNUS pulls from.
You'll need to get it from 'that 3ds site with isos'
