Homebrew How transfer Gateway emuNand saves to Legit cia SysNand without CFW?

People recommend SaveDataFiler which is no problem on Gateway 3DS emuNand

But my target system SysNand (9.9) - cannot install unsigned cia without CFW.
NinjHax and MenuHax are my only entry points.

How can I import .sav to legit cias? Does .3dsx homebrew exist to import SDF saves?

That's what I was thinking too. I'm having a terrible time finding a guide for the same thing I'm trying to achieve.

Can we export save file, edit, and import to a Legit CIA?
I heard somebody said no because the signature will be invalid
P/s: I want to edit my progress of Legit CIA Pokémon game with PKHex.
