I am trying to make a simple theme for 3ds homebrew on my windows 7 computer and I had a sound converter to convert .wav files anyway long story short It somehow got deleted and I was wondering if anybody could provide a solution for this problem I would greatly appreciate it thanks in advance -Ryu

I don't think there's any built-in tools you can run from the command line for this. There are free programs you can use for recovery, I like using Recuva and PC Inspector File Recovery (both free). But there's a good chance whatever you recover will be corrupted, you're probably better off just starting from scratch.
