Yes indeed, SCPToolkit is free and open source. I don't think it's perfect, but it's as good as you're likely to get.
As far as I know there is still no way to pair a DS3 controller with a PSP unless you use MotioninJoy, but you'd probably be better off just trying to borrow someone's PS3 for a moment.
