where do you find these settings?Just to add to this, it seems that some newer versions of WAMP have a differently-formatted httpd.conf.
In the newer versions, I found that I simply had to edit 'Require local' to 'Require all granted'.
how exactly are you modifying it? Mine only shows a couple of examples with no permissions and nothing to do with the WiiU stuff...I've been fiddling around with this for HOURS and found a solution that works for me.
In case modifying httpd.conf does not work, you should also try to do the same modifications on httpd-vhosts.conf

screw it. HaxServer.jar just works. No modifying anything. Just made a batchfile so all I need to do is open a prompt and type "hax". Done.
I'm pretty sure I downloaded the latest wamp, and the config files don't use + or - ANYWHERE. I saw old posts on reddit about the +Indexes and such but those things are already there (without the +).
