Just to add to this, it seems that some newer versions of WAMP have a differently-formatted httpd.conf.
In the newer versions, I found that I simply had to edit 'Require local' to 'Require all granted'.
where do you find these settings?

I've been fiddling around with this for HOURS and found a solution that works for me.
In case modifying httpd.conf does not work, you should also try to do the same modifications on httpd-vhosts.conf

how exactly are you modifying it? Mine only shows a couple of examples with no permissions and nothing to do with the WiiU stuff...

you should have something that looks like
#for some reason I couldn't get rid of the process that was occupying the 80 port so i had to change it in wamp's settings. If you change the port you're gonna have to change the adresses you're typing in your wiiu and add :theportyou'reusingifit'snot80 after the ip

simply replace "Require local" by "Require all granted", like it's written in the op
If you are getting access forbidden try to edit 'Require local' to 'Require all granted'. in the httpd.config this updated method is provided and sponsored by @sj33

screw it. HaxServer.jar just works. No modifying anything. Just made a batchfile so all I need to do is open a prompt and type "hax". Done.

I'm pretty sure I downloaded the latest wamp, and the config files don't use + or - ANYWHERE. I saw old posts on reddit about the +Indexes and such but those things are already there (without the +).

i know...black screen and freeze
using the haxserver.jar? Did you delete your browser save data and start from scratch?

I'll admit, getting everything to run is a pain because you have to run a kexploit first, before running loadliine or HBL, and the darn browser tries to auto-load the kexploit again (like when first loading kexploit31->kexploit10->loadliine... is there a way to turn that crap off?)
