It's not easy by any stretch lol. If you want it to be high quality output with little latency, you'd need a capture card installed onto your 3DS. These are usually expensive, and even more expensive if you want somebody else to install it for you. They aren't all too available nowadays, but keep an eye out at https://3dscapture.com/ if you are interested, since Loopy does new batches from time to time.

Getting it onto a TV from there would need you to plug it into a PC and have the PC output to the TV. I know Katsukity made a RasPi box that could work with their capture cards back in the day, but that in itself was wildly expensive, and I think it's been somewhat lost to time. I haven't seen much on them at least.

@Hayato213 knows something about this. I think it's going to be quite expensive though, like $600+.

I just thought of this, but you could use ntr to send the signal wirelessly to the tv/monitor, but it probably sucks by comparison.

You need capture card as for getting it on a tv you can either use a windows PC or raspberry pi which they called the tv tuner kit. Top picture is going through the raspberry pi (TV Tuner Kit), the bottom one is going through a windows PC.
