ROM Hack How to make cia for install DLC from .app files

Hello!
I have some trouble for making the cia for DLC.
The DLC .app files such as 00000000.app in the title\<ID1>\<ID2> folder work well in Citra,
so I think they are decrypted.
But when I tried to pack them by makerom.exe, an NCCH ERROR occurs.
Whats the problems?

makerom -f cia -target t -content 00000000.app:0:0 -major 0 -minor 2 -micro 0 -dlc -o dlc.cia

Sorry for that. Because there's no official translated DLC.

Why not just got download the actual dlc cia files from elsewhere. You already are into piracy so it would save you headaches. Just grab the completed files.

Because there is no completed cias I can grab. There are 711 DLCs for the game and the cia also has 508 or less of them. The only completed DLC is the app files for the citra so I want to convert them to cia.
