friend bought a used computer only has one CD and cant log into the PC i need to know how to make a working cd so he can log in
Assuming you are talking about the computer having a user account that your friend doesn't know the password to, merely doing a clean install of the operating system will solve the problem. Considering the computer is used, I don't know what you wouldn't do that anyway.

It should also be noted that Windows Vista is no longer supported and hasn't received security updates in over a year. Instead of doing a clean installation of Windows Vista, I would recommend doing a clean installation of Windows 7, Windows 8.1, or Windows 10 instead.

I recommend you follow these steps:
  1. Download the Windows 7 SP1 ISO.
  2. Burn the ISO to a DVD or install it to a USB drive using Rufus.
  3. Boot the computer from the Windows 7 CD/USB and perform a clean installation.
  4. Activate the system using something like Daz's loader.
If your system supports the Windows 10 system requirements, I recommend you also follow these steps:
  1. Download the Windows 10 ISO.
  2. Burn the ISO to a DVD or install it to a USB drive using Rufus.
  3. Use the gatherosstate.exe method of clean installing and activating Windows 10 over Windows 7. The installation and activation of Windows 7 in the steps before this are required if you want to be able to activate Windows 10 properly.
