I have a game of 1.1 gb, and 2.3 gb left, it's correct?
It should be fine. General rule of thumb you need to have a bit over 2x the size of the .cia free on SD card to do the install.
Otherwise it doesn't have enough space to actually install the game. :P

One trick I have to suggest though, is to install a few games, then stick your SD card in your computer and go to sdmc:/Nintendo 3DS/<id1>/<id0>/title/00004000/
Backup those folders to somewhere safe on your computer and delete them from your SD card.

Then you'll have more space available for installing more games.

When you're done installing a few more games, delete their .cia from SD card, then you can copy the folders you backed up back to sdmc:/Nintendo 3DS/<id1>/<id0>/title/00004000/

Of course you still need to have enough space on SD card for all the games you're installing. :P But doing this I was able to get FE: Awakening, Animal Crossing: New Leaf, Mario Kart 7, NSMB2: Gold Edition and Super Mario 3D Land on a 4GB card. That's roughly 3GB and 4GB card has ~3.7GB total size.
Can't install all of those games without removing the games' data folders from the SD card temporarily to free up some space.

Otherwise you could do install via network in FBI but that's slow and might not always work properly.

Is it possible to install in a bigger SD and then copy the games to a smaller one (smaller, but still with enough space for just the games, not the .cia, of course)?

Yeah as long as you're not installing the games in a different 3DS and expecting the games to show up properly and work on the other 3DS.

Use, say, a 32GB card in your 3DS, install the games, then copy SD card contents to a smaller card and use it on the same 3DS should work fine.

Additional comment: Held L to boot into Homebrew on start, opened FTP-3DS and exit it with the force exit to Homebrew menu and ran FBI.

Every time I am trying to install SM 3D Land, it says ''Install failed!''. It says something about DESCRIPTION_INVALID_COMMAND.
I am 100% my CIA is legit. .-.
Last night I installed AC without a problem. -.-''
