But if you go to the city with the Pokemon Musical thing, there should be a big building to the right of the Pokemon Center. If you try entering that building, you'll get the VS Seeker.
EDIT: Correction: That's the Battle Recorder. I'm not sure if the VS Seeker is in the game.
