ROM Hack How to get started with rom hacks

I'm planning on making a rom hack for myself and a few friends, namely Pokemon Ruby and Sapphire. However, I don't even know where to begin. At this point all I have is a clean Ruby rom, and a few ideas. Can someone point me in the right direction to get me started?
