Then I'm sorry, I don't know what to say. L + Down Arrow + Select pressed at the same time should launch the rosalina menu.

Injecting any .CIA app into Health & Safety then
Restoring Health & Safety after injecting a .CIA app
After you installed the FBI CIA.
If you can't to boot into GM9 something is really off about your 3DS.

Are there any files I need along with the files I use from the final steps in the guide? Like b9s?

Basically you need GodMode9 as a luma payload. So do section 1 then do the H&S inject/restore from the previous link.

I can boot into Luma config menu by holding select but not into the chainloader menu by holding start...

Please follow the guide https://3ds.guide/updating-b9s and upgrade to B9S 1.2 and Luma 8.1.
The Rosalina menu was introduced in 8.0. FYI

Once you are running 1.2/8.1 continue the guide from here.

As this process will take a little time I might not be around by the time you finish.
Also, don't call yourself an idiot, you jumped the gun there though.

I do get brought to the Luma config, and I have a boot.firm on the SD card. My problem is how do I go about reinstalling CIAs onto my system after I formatted the SD?
You open fbi through the health and safety app and click update. Then you put the cias on your sd card and install them. All of your previous data is gone though.

well he could of restored Some of his data w/ an data recovery tool but considering alot of writes have been performed by now Yea PFFT no chance now. (well i wouldnt try anything for the Nintendo 3DS Folder unless a full complete recovery could occur.)
