ROM Hack How to extract models from 3DS game (with xorpad, romfs, exefs, and exheader)

I'm trying to extract the stage models from Cave Story 3D. I have the unencrypted .3DS file that works with Citra, and I have the xorpad as well. I used 3DS Lazy to get the romfs.bin, exefs.bin, and exheader.bin, but I still don't know what to do now. I tried using Makerom to generate a EncryptedRomFS.bin file, but it seemed to be stuck. I tried using HackingToolkit9DS, but even after renaming the the file to just "CS.3ds" it would say "Please wait, extraction in progress..." for a few seconds and immediately finish without generating any files. Does anybody know what program I should be using to extract all the models, and how?
