How to change the Avatar?

Since this is in General Off-Topic Chat I thought I might just put this in here.. how do you change or even put an avatar picture?

Click on "My COntrols" in the upper right corner of the screen, go to "Edit Avatar Settings". Upload your pic to an image hosting site like TinyPic or Photobucket or some such, and enter the URL it gives you into the "Enter a URL to an online avatar image" field. Click on "Update Avatar".
