How can I change the region of a new nintendo 3ds emunand, is there a tutorial?

No change in how you have to do this.

Depending on your Region, new3DS Firmware starts at JAP 8.1 or USA/EUR 9.0. Don't forget to take the right Firmware (not old3DS!).

Read the Topic > new3DS. Using old3DS, don't use new3DS files like i've already explained in my mini tutorial for cia updates.

I'm talking about emuNAND! The Tutorial is not for sysNAND.

To switch the Region, you need to use the correct files and inject your secureinfo.

It will work if done right. Ah, there will be duplicates because it doesnt delete a few
files from your former Region. Cearp wrote a python script to sort it out after i did it
manualy.

Basicly its:

1. Generate NAND xorpads
2. Update emuNAND with desired Region (as for update, you can't use the same version)
3. Dump emuNAND
4. Extract FAT16
5. Switch SecureInfo
6. Clean out doubles
7. Rebuild FAT16
8. Inject FAT16
9. Restore emuNAND

This takes around ~2 Hrs if you start from scratch.

BTW: Don't use this emuNAND for sysNAND! Never ever try that without HardwareMod!!!

Can I use SecureInfo from a US O3DS for a JP N3DS?
And also, what do you mean to rebuild FAT16?

Using SecureInfo from old3DS should work, they didnt change format.

rebuild fat16? dump it from nand, then decrypt, change file, encrypt, insert it back to nand

cearp created a python script that could speed it up.
